Agenda Items:
1. Welcome Parks Board member
o Ask them for their view of how we can work together.
2. Update on Coordination with Governmental Entities - Mel
- Aquatic Species Management Plan
ï?§ Aquatic Plant Survey with Tom Kantz
ï?§ Meeting update: $26,000
i. $16-20K for Plant Survey/Management Plan. Ed is in charge of getting 3 bids for the plant survey/management plan. FOSL will be contractor for management and we’ll pass on the invoice for the winning bidder for payment of the invoice by the county.
ii. The remaining $6-10K will be used for a feasibility study to see how much to move the pipe for the golf course to the middle of the lake.
- Extend Golf Course Intake Pipe into deepest part of lake to pull the phosphorus out of the lake.
- Department of Ecology Spanaway Lake study on toxic algae in beach substrate.
ï?§ Core samples will occur in upcoming years.
- Sgt. Brian Ward of the Marine Service Unit
ï?§ 6 patrols this lake, the lake’s allocated 8 patrols, 8 hours each.
ï?§ He’ll send us info on the statistics.
- Spanaway Lake High School – see below.
- PC Conservation: Has grants available for $25,000 and some for $5K-10K each.
ï?§ Mel will write the grant application but would like some help.
a. County restrictions on sampling- FOSL options needed.
1. They measure the toxins in the water.
1. If FOSL learns to do this, we could control how often the toxins are measured.
2. Mel is sampling to the bottom as well. Algae is on the bottom or on the top 6 feet.
2. Currently, micro toxins at 89, 5+ times the allowable limit of 17.
b. Spanaway High School projects
1. Mel and Elizabeth spoke with the science teacher today. Teacher wants to know about opportunities on air, water, land.
2. She has access to a bus for 5 different events between now and January.
3. Deep water sampling is an option for them.
4. They’ll need a certified lifeguard if any activities involve going out on a boat.
5. They’d like to hear a talk about the algae, invasive species.
6. They could help write up an article for FOSL Newsletter, Bethel Pride and SLHS Newspaper and Videos.
7. On Oct 11th, we could do an aquatic field trip for the AP Science class. They’ll bring 2 volunteers, the teacher and a student teacher.
8. They could do a water color, water samples and be out on a boat. We could divide the kids in thirds with 8-9 kids per location.
9. Dates discussed: Oct 24th, Nov 6th or 8th, 29th and/or Dec 8th.
10. The kids need access to the lake.
11. They would love a loan of the microscope during our off season.
The board would like the move forward to engage SLHS in the above manner. MSC
c. Geographic Information System options Hold for future agenda
i. Changes to County Class B (Spanaway lake regulations) Replace current reference organization with FOSL
ï?§ DNR is the organization for Spanaway Lake per the ordinance.
ï?§ FOSL would to apply to have FOSL to be the designated organization that suggests changes to regulations on Spanaway Lake.

ii. Hydroplane race provisions (2 split days vs 2 consecutive days)
iii. Human powered event day (FOSL sponsored event to promote non- motorized use)
iv. (idea) Factory muffler provision (noise control)

Note: 88A on a VHF Radio can hear everything that goes on with the Hydroplane races.
3. Invasive plant Spanaway Lake survey update
o Invasive Fragrant Lily Pad Survey on August 11th – Mel, Elizabeth,
o Complete Algae tour on lake August 29th – Mel
o Pictures taken 9/6 – Elizabeth
o Microscope Training update – Jessie, Sue, Elizabeth
- Sept 14th – 25th sampling twice per week in Mel’s absence
- Samples at Mel’s, Jessie, Liz’s locations
In an organized manner, in 2019 FOSL will discuss working with Doug Dorling on spraying the lake.
4. Permanent Display at Boathouse
o Special Use Application for Boat House – Pilot Project – Application approved 8/18/18
o Posters:
- Native Plants – Government publications similar to what was used at BBQ?
- Lake Safety?
FOSL WIN: Locking display case has been ordered. Maintenance will put it up at some point on the east side of the boat house. FOSL will be able to fill it. Parks will pay for it.
Becky will have the key. She’s located in Lakewood. Can we get the key be relocated into the Golf Course Maintenance building. Create documentation on WINS for Annual Meeting.
5. Letter sent to Ms. Stone at Parks – Scott
o Irrigation Pipe
o Update Boater safety sign at boat launch
o Shoreline land scaping project for environmental landscaping.
On August 29th, Ms Stone responded to Scott’s letter via email. She’s glad county likes the Irrigation pipe, the Updated Boater safety sign at the boat launch and really likes the Shoreline land scaping project for environmental landscaping.
Scott will follow up and see if there’s work we can work with her to update the boater safety sign. FOSL has some budget that could be allocated to this.
6. Election committee and fiscal audit panel appointments
o Define election committee 90 days prior to the Annual meeting.
o Scott Munson, Ed Larson will be on the election committee.

7. Membership:
a. What will we offer potential members that we do not already provide?
Voluntary donation to the FOSL Organization. 100% goes to FOSL Activities.
We’re going to designate membership to anyone (per household) that donates $20 or more per year.

Marketing is not a gap for FOSL. Brenda is in marketing. We need to post the WIN items on our Facebook page and our Website for longer term items.
11. Board meeting attendance – all meetings all times open to public? Protocol of seating and speaking
Attendance is good right now. If we get large attendance, then we’ll need to create a process for it. i.e. 2 minutes per speaker or audience can speak at the end.

21. Kathy Creso – shared history of Spanaway Lake area (I’m so sorry I quit taking notes and was listening – I’ll do better next time):
The historical society and the Spanaway Museum on 176th have a lot of the history of Spanaway.
There’s a scholarship fund at PLU. Kids from science department at PLU should be picking up trash in Breseman Forest. There is a scholarship set up just to do this. Helen Young Scholarship Fund possibly. More than one person should be sent over from PLU. In April at Pitch-in-for-Parks, there was a PLU person at the clean-up at Breseman forest (per Scott Munson).
Irene Creso was a botanist at PLU. It is Steve Byornson (grandson) who has the Duffy electric boat. Next year he may bring a club of steam powered boats onto Spanaway Lake.

The Friends of Spanaway Lake is a non-profit community organization of local citizens comprised of property owners, users of the lake and other interested parties dedicated to:
• the preservation of water quality,
• fish and wildlife habitat enhancement,
• protection from environmental hazards,
• Education, including communication of lake safety, preservation and protection of property and property rights.
These objectives will be attained by a combination of citizen engagement and working with local and state government and other appropriate agencies for the continued vitality of Spanaway Lake.
