Oct 4th, 2018 FOSL Board Meeting Minutes

Attendees:  Ed Larson, Scott Munson, Mel Oleson, Owen Carlson, Sandy Williamson
Guests:  Kathy Creso, Juanita Carlson, Jessie Richards
Agenda Items:
1) Welcome Parks Board member – Parks (Becky & Jessica), SWM (TBD)
No Parks members in attendance.
2) Update on Coordination with Governmental Entities - Mel
a) Aquatic Species Management Plan
(1) Surface Water Management:
(a) Contact State to get agreement in place for proviso funds ($26,000).
(i) FOSL may not control these funds, but the State would like a recommendation from FOSL. 
(2) Aquatic Plant Survey:
(a) Get Contract in place with the county for funds to arrange and manage this study.  – Mel – In Progress
(b) $16-20K for Plant Survey/Management Plan.
(c) Integrated Aquatic Vegetation Management Plan - Ed
(i) Plan to be submitted to WA Dept of Ecology for Funding under the Freshwater Aquatic Weed Fund Grant Program – Ed
1. Required Components in Grant Application:
a. Problem Statement and Goals
b. Waterbody and Watershed Features
c. Identify Beneficial Use Areas
d. Map Aquatic Plants
e. Characterize Aquatic Plants
f. Investigate Control Alternatives
g. Specify Control Intensity
h. Choose Integrated Treatment Scenario
i. Develop Action Plan
2. Aquatechnex LLC assistance is available but FOSL will be billed for their time.  Estimate is $10-12k to complete the process.
3. Board reviews the case studies that Ed passed out.
4. Motion to select Aquatechnex LLC as our partner to create an integrated Aquatic Vegetation Management Plan at a cost of $10-12,000.  MSC
(3) Identified Three companies that FOSL could work with that have experience in creating such a plan - Ed
1. Herrera Environmental – Has not responded yet.
2. Aquatechnex LLC  - Gave us the outline and the 10-12K number.
3. Tetra Tech – Has not responded yet.

b) Extend Golf Course Intake Pipe into deepest part of lake to pull the phosphorus out of the lake. 
(1) $6k of the $26k grant form Surface Water Management will be used toward moving this pipe. 
(2) Parks will need to determine needs to complete a feasibility assessment for the lake Department inlet relocation.

3) Spanaway High School projects:   AP Science
1. October 11th:  Three Groups (27 Students equalized):  One group will do Water Quality testing at two locations at Spanaway Park, Two groups will go out on the lake in a boat for deep samples.
a. Time:  8am-10:30am
b. Students will arrive by bus to Spanaway Park at 8am.
c. Four Adults will be with the group to provide supervision. 
d. FOSL
1. FOSL to provide Life Jackets for everyone.
1. Will be worn by everyone on each boat. 
2. FOSL to provide 2 pontoon boats to convey students to various sampling locations.
1. Sandy’s Pontoon – Ed will run Sandy’s boat.  9 on Sandy’s boat plus driver.
2. Elizabeth’s Pontoon – Elizabeth will need someone at the dock.  Mel will be the dock hand.   11 on Elizabeth’s boat plus driver. 
3. FOSL to have one shore person to lead students to sampling locations.
1. This will be Mel.  He’ll provide visual references.
2. The students have all their own sampling gear.  The school supplies
3. Elizabeth and Mel will go out on Wednesday to confirm the onshore locations.
4. FOSL to coordinate with Fire Dept to have an emergency person/persons in the park in case of an emergency.  Scott will work this out. 
5. A parking space for the bus down by Sandy/Eds for the shore sampling group. 
6. Drivers to take pictures of activities on the other boat. 
7. Need permission from parents if taking pictures of the kids. – Mel will look into this.  
2. Microscope:  FOSL is finished using it for the year so we’re loaning the microscope to SLHS until April 2019. 

4) Newsletter on Cyanobacterial – Board Discussion
The newsletter will go out with the announcement of the annual meeting.

5) Budget Update – Jim Utterback
Jim provided an update via email.

6) FOSL Board Insurance Recommendation – Elizabeth
a) State Farm Insurance at $440 per year
i) Starting Now for 1 year. 
ii) Covers 8 board and FOSL non-voting representatives
b) MSC

7) To Secure Remaining Funds from two $2500 Grants received in the spring of 2018: 
a) Due Before October 17th CCWC meeting: 
i) FOSL Oral and/or Powerpoint presentation to report on the use of Grant Funds and written proposal on intent of the remaining funds (approx. $1500).
ii) CCWC Meeting at 9112 Lakewood Dr. SW, Lakewood Community Center, 3:30pm,
October 17, 2018
iii) FOSL Board to purchase foundational tools for Spanaway Lake testing: 
Need to measure Oxygen Meter to measure Oxygen Levels in the Lake.  $350.  MSC
GIS (Geographic Information System) - Computer Mapping.  Computer Software.  Allocate $850. Winterfest, Fantasy Lights display.  MSC

8) Pitch in for Parks – Scott
a) Saturday, October 20th at Breseman Forest – 10:00am- noon.
b) Installation of plants at the entrance near Spire Rock.
c) Wear appropriate clothes and bring gloves.
d) Will occur rain or shine!
e) Coordinator:
Jenn Sergent, Recreation Coordinator, Lakewood community Center, Parks & Rec Dept,

9) Conservation District – Sandy, Mel
a) 2019 Grant Round for Green Partnership Fund Deadline:  October 12th 2018

Mr. McCune will write a letter of recommendation for us.
The proposal will be to identify and spec out what we need for this lake. 
This will be presented as a multi-year project.
Motion to move forward to make this proposal to the Conservation District Green Partnership - MSC

10) Annual Meeting Agenda Preparation
a) Create PowerPoint and handout of who FOSL is, accomplishments in 2018 and what FOSL is all about. 
b) The Annual Meeting will be a focus of November’s board meeting.

Status Updates on Prior Agenda Items:
11) Permanent Display at Boathouse – Update on progress – Nothing is up at the Park yet so no update.  Fantasy may impact maintenance’s allocation of time to complete this.

12) Election Panel:  Committee Update – Sue is also on this panel.  She’ll coordinate.  No update.
a) Scott Munson, Ed Larson will be on the election committee.
b) Replacing Elizabeth – At Large and Owen - North

13) Fiscal Audit Committee: Committee Update - No update.
a) Jay Rolfs (Sue will speak with Jay), Sue Thompson, Elizabeth Iselin

14) Invasive Plant Spanaway Lake survey update – Will do training next April.
a) Surveys since September meeting
b) Microscope Training update – Jessie, Sue, Elizabeth
i) Sept 14th – 25th sampling twice per week in Mel’s absence
ii) Samples at Mel’s, Jessie, Liz’s locations
iii) Measuring Toxins – Mel
(1) There are County restrictions on sampling- FOSL options needed.  King County measures the toxins in the water. If FOSL learns to do this, we could control how often the toxins are measured.

15) Sgt. Brian Ward of the Marine Service Unit – Mel Awaiting information from Sgt. Ward.
a) 6 patrols this lake, the lake’s allocated 8 patrols, 8 hours each.
b) Sgt. Ward to send FOSL info on the statistics.

16) Task List Sub-Committee update:  Scott, Mel, Ed, Sandy (5:30pm on Nov 8th Strategy Session at Scott’s)

17) Geographic Information System options:  No update. .
a) Changes to County Class B (Spanaway lake regulations) Replace current reference organization with FOSL
(1) DNR is the organization for Spanaway Lake per the ordinance.
(2) FOSL would to apply to have FOSL to be the designated organization that suggests changes to regulations on Spanaway Lake.

18) Amazon Smile:  FOSL account balance as of October 2, 2018:  $7.50  (Smile.Amazon)
19) Fantasy Lights – Sponsor a light system. 
a) We would like to put our banner up in a visible place.
b) Motion we spend up to $500 to sponsor a display at Fantasy Lights.  MSC
